Shimin Byoin (市民病院) was so heavily damaged during the quakes that they decided to relocate the whole thing to Higashi-Ku. Now under construction, ironically, it was found that the oil dampers - huge devices installed at the base of a building designed to absorb seismic shocks - were among those manufactured by KYB, whose products have been under scrutiny for quality falsification. So investigation into swapping them out is underway, Kumanichi reports.
