But Yoriko called and discovered that this is only for Japanese students. I think that she is right, this should be extended to foreign students. I imagine one reason why it is not is that they might not be able to accurately assess family income, but in a crisis such as this, I’d prefer that the prefecture help international students, I think that it is a matter of paying things forward, though some may disagree.
