News: Governor Kabashima has decided not to run for a fourth term.
Background: There seems to be something of a tradition of stopping at three terms. In the early 1980s then Governor SAWADA Issei tried to ignore that unwritten rule but was interrupted by HOSOKAWA Morihiro, who later became Prime Minister.
