It's a knock off of an equally obnoxious program on national TV called "YOUは何しに日本へ". In both programs, the word "foreigner" is replaced with "you" (e.g. "I see a YOU over there") and foreigners are accosted by presumptuous, annoying interviewers. I occastionally encounter young people and drunks who seem to imagine that my being a foreigner gives them license to be obnoxious and make a big joke out of every little interaction. I think they get it from programs like this.
