(April 22) - Kumamoto City homepage: About ‘Disaster Victim Certificates’ (risaishoumeisho) for residents whose dwellings have been damaged in the earthquake. Apply at your local ward office or general branch office [Registration hours] Weekdays from 8:30a.m. to 5:15 p.m. Procedure:

  1. For partially damaged dwellings and/or those with inundation beneath floor-level
  • bring photos of damages or a written estimate of repairs (and inkan seal if you have one) -a ‘disaster victim certificate’ will be issued upon verification of your photos
  1. For partially or totally destroyed dwellings and/or those with inundation above floor-level -please visit the Welfare Section of your local Ward Office -building damage will be assessed by the department in charge of each ward -certificates will be issued based on the results of the assessment of the damages
  • Please be ready to present photos of the damages when you apply. We recommend 4-5 shots covering both the exterior (panoramic view, and from each direction) and the interior (damaged areas in particular).
