Just after I posted this I got the following update:
— start — I’m sorry I didn’t give an update, I was able to resolve it at city hall. They were able to register a new inkan. — end —
So, this issue has been resolved. I can say from my own experience, though, that if you register and inkan, it’s important to keep track of it and the registration documents (green plastic, as I recall) that come with it.
