All public baths In Kumamoto are open for free to evacuees and others effected by the earthquake.
They will ask for your name and address to insure against people who haven't suffered damage or water outages from taking advantage of this information.
Note that parts of their facilities may be damaged but there is no worry about collapse and all baths can be used normally and without worry.
They will still be closed for their normal off days.
【UPDATE】
Please call before going to make sure they are open. There has been reports that some are actually not open today. If you dont speak Japanese and need help, please ask!

People in higashiku should have water now! The city asks that you try running a faucet. If it's clear, then you can use it. If it's dirty, please try running it for minute or so. If it starts to run clear, you may use it. If not, please refrain from drinking or using it for food.

I was wondering starting from what year building codes required buildings to be built to be earthquake resistant, and it looks like if your place was built after 1981 there shouldn't be any worries of it collapsing. Cracks and visual damage yes, but it shouldn't collapse.
Earthquake building codes in Japan
Japan is a seismically active country and has some of the most rigorous earthquake building standards in the World. Although building codes are updated regularly, a major change to the building sta…
William here with a bit of news about water supply infrastructure. Damage initially caused by the Thursday quake was exacerbated by the Saturday quake. As an example, the Ryujin Bridge over Shirakawa, which primarily functions as a water conduit to feed the Toroku and Oe areas, completely collapsed, taking the conduit with it. (April 22 update from Kirk: The collapse of Ryujin Bridge was reported at the time but proved not to be true. I visited the bridge today and, not only was it still standing, cars were passing over it as usual.)
Detailed info is difficult to come by; likely, even the pros do not know. However, my uncle who works in construction said water should return to some areas from Monday. The return will be sporadic, with some areas receiving water before others. Also, those living in condominiums may face further delays due to building infrastructure damage, particularly roof-top tanks.
Finally, Kumamoto City has called again for water conservation. The majority of bottled water stored by the city has already been distributed, though supplies from the national government are expected. Of particular worry is the health of those hospitalized and the sanitation of those facilities.

William here - some have asked about volcanic activity at Aso. There was an extremely small-level eruption from 08:00 on Saturday, but it appears unrelated to the quake. The Japan Meterological Agency has not changed its current status of Level 2 (second-lowest concern). Looks like that's one less thing to worry about. http://www3.nhk.or.jp/news/html/20160416/k10010483081000.html
