According to this article, Kumamoto will have its own live site next year. However, if you look at the list of live sites listed on the official Tokyo 2020 website, Kumamoto isn’t listed yet:

It’s probably just a matter of time until the details about Kumamoto’s venue get listed.
At any rate, if you think you would enjoy viewing the Olympics with lots of other fans, Kumamoto’s live site may be a good choice.
