There are homeless in Kumamoto. You just don’t see them. My jogging course along Shirakawa takes me under a bridge where there was once a large encampment furnished with furniture scavenged from the garbage - it was quite comfortable, actually. And then, one day, it was gone. I have no idea where the people went.
