P.S. The information seems to be quite good but "for foreigners" seems to mean "in foreign languages only" (as if to say "Obviously, foreigners have no use for Japanese"). I'll contact the City about including Japanese in such announcements in the future. Otherwise, when the pdf gives the English name of a place to contact or a form to fill out, the hapless foreigner has to do detective work to figure out how to explain what they need to a real-life Japanese person (not some person in an imaginary world where everyone working in city government understands English, Chinese, and Korean and is able to back translate from those languages to figure out what department or form is being referred to).
