There will be a little festival in Nishikigaoka Park (Koen) on Oct 26th (see map). The Kumamoto Castle Omotenashi Bushotai (in you are unfamiliar with them see, http://www.manyou-kumamoto.jp/en/plan-your-visit/bushotai.html) will be there at 10:00 AM and Kumamon will be there at 11:40.
